Portions of the Drinking Water State Revolving Fund (DWSRF) federal capitalization grant that states may use to support various drinking water programs that are not directly associated with the construction of capital improvement projects. States may allocate up to 31% of their DWSRF capitalization grants for set-asides, though Infrastructure Investment and Jobs Act (IIJA) funds for lead service line replacement (LSLR) are limited to a 26% set-aside.

Milwaukee is one of the few cities in the country with a prioritization plan to ensure neighborhoods likely to suffer the most severe impacts from lead poisoning get their pipes replaced first. In consultation with a community-based group, Coalition for Lead Emergency (COLE), and following a public engagement process, Milwaukee included in an ordinance three indicators to prioritize where LSLs will be removed first:
